Hi nmc88, I understand your situation because I had been in this situation when I applied for PR though. I had to wait three years for the BC and to repeat the medical exam and renew CSQ. In my case I just waited, I didn't have enough resources to consult a lawyer.

I called CIC yesterday and the agent told me to wait. He doesn't mention anything about approval.

There were bunch of operational bulletins in 2012-2013. http://www.cic.gc.ca/english/resources/manuals/bulletins/2012/index.asp While it is not mentioning a pilot project, it is clear that they are changing the procedures of processing applications.
