My understanding is that you have a closed work permit with the details of the current employer on your permit. Hence I think you should ask CIC call center, however my guess is they will ask you to change your work permit which I think is possible, you can change employers. Goodluck

I recommend you send BC PNP an email informing them of your change of status including your certificate number, also send them a letter with the same information. You might have to do the same with CIC if you have already applied for your permanent residency. But before all that if you can call...

My guess your answer has to be YES. Because you might get the AOR any time soon, and they might have already recorded your application under CEC at CIC which to my understanding counts as an application to Permanent Residency. Good Luck
