the visa office is determined on where the applicant has lived in the past year. if you plan on choosing which visa office to submit your application to, the applicant must first live there for at least 1 year.

All afghan files were transferred to New delhi last year, and was processed there. (see your gcms notes, it will indicate that there) The last process (for visa) is completed from pakistan.
