Hi I have no idea why you couldn't submit online. I submitted mine on Sept 25th and got a confirmation that I submitted scucessfully and I can check online no problem. You should recreate a new id and try again...I believe the online system is working.

Submitted BOWP Sept 25th, received email confirmation Sept 26th. I have a general BOWP question. Does BOWP become effective AFTER your original work permit expires, or it becomes effective as soon as you receive? The current visa expires January 20th, 2014. Thanks
