Yes if you get PR then not a bad deal. I think EE will boost such system which is not good. People who have less then 350 points may have to wait for long time. But if they get offer letter that make there life easy. It will be more clear once they start picking up profiles.

I don't think there is any bug. You must be missing something. For FSW yes ECA is mandatory. I also had same issue while creating profile. Even i also thought the same. But later on i found i was wrong. I think site is very well tested.

In that case i think you need to give eligibility test again and since you already have My CIC account it will take you to the screen where you can edit forms "Start Form". That means you just need to give eligibility test only. You do not need to create whole profile again.

Someone gave you wrong info ....You can open it and use it anytime. Might be he confused you in transcript and WES report. you can not open transcript that you have send to WES but you can always open WES report :D
