You should consult a lawyer at this point as I know convincing IRCC won’t be easy. Let me know if you need contact info of a professional lawyer who also happens to be a member of the Immigration department.

Congratulations! IRCC only issues one letter directing to PA. The letter clearly mentions submitting passports for all accompanying dependents.

IRCC won’t be issuing additional PPR letter for dependents as the letter clearly mentions to submit passport for principal applicant and dependents (if applicable) in ONE envelope. That being said, VFS has done a good job confusing people by asking us to provide passports in separate envelopes...

I’d get the PCC and provide them anyway without them asking to speed up the process.
