Bad timing. Stolen passport will trigger red flags but if you carry required documentation, you will be able to neutralize the fall out. I think it will depend a lot on CO's disposition. Generally, RQ is is a typical alternative.

May be you should try ICAS which is also a recognized credential agency and lot more cooperative. Too may complaints about WES service quality. You don`t need to get into the hassle of sealed envelop etc with ICAS. Cheaper & faster. Check http://www.icascanada.ca/home.aspx

You don;t need PR card to get the SIN Card. Just present the COPR papers and you will get SIN card with in a week.

I can tell you from expreince that most people are getting PR after minimum 2 months these days. Some people might have got ealrier, probably those who landed during the earlier part ofthe year.
