I don't know the answer to your question. I followed CIC's advice and applied at the border, but the border agent didn't want to do it, and told me to go through the Consulate in New York. I'm pretty sure that if you're in Canada already, you must apply through CIC in Vegreville.

This whole situation is beyond incompetence. It borders gross negligence, in my opinion.

My application was received April 1, 2013, and it is still in queue for processing, according to the latest email update I received the week of July 1. The update I received at that time indicated they were finalizing applications received on March 25.

The sad thing is, from my interaction with them, is that they, themselves, are clueless as well.
