Please do not confuse yourself. work permit allows to work legally in Canada whereas visa allows you to enter or re-enter. Both are different documents. and yes, to get visa you have to show that you are working legally in Canada.

Hi Azel, LC2 kit is when you got approval on first stage for your pr application and then CIC send you further forms to fill as required for your dependents living in your home country. ( only for live-in caregivers)
