I basically as Islandbabe said paid a lot of money to both my universities and WES; express all the way and I basically didnt waste a minute. Oh and I used WES.

This lack of a cap update is interesting- cant understand it. For example someone in 2263 has gotten their PER yet the cap count is reflecting none complete. Hope CIC can catch up soon for the sake of those who might not want to waste their time.
