Go to cic website and finnish all the forms ad documents needed. If your wife is in Riyadh, she should apply via Riyadh office via VFS. I suggest you should apply via paper. Purpose of visit is very vital with her visit, do include an invitation letter - notarized

In your certificate of employment let your employer include you salary+date of contract+role in the company. If you are refused with such factor, it may not necessarily mean that they didnt accept you because you are a low income person, in my case, Im earning a decent money.

Just a tip, If you are working and receiving your salary via ATM, provide your 6 months statement or your past 3 months payslips, the VO would like to know where are you getting your money. Even if you place a million in your account but you cannot prove where it came from, its useless
