Do other English language degrees count?
It's not a waste. Consider how many people come to Canada from UK with UK passports nowadays and how many of them don't even talk in English -

I got Ielts band 9... Any Scholarships?
Check the college/university website. Usually they list them in there, however it is very hard to get one for an international student
