Hello Friend, Yes you can aaply from Germany, and its a long procedure. I dont know your country of nationality but you can apply from Germany. You have to send your documents by post to Canadian Embassy in Vienna, Austria.

Thanks. I got admission letter in November 2012 but because I am in Germany, I could not apply for visa. Now I have deferred my admission from winter to fall 2013 session. I applied in MEng program, for MEng program, you dont need a supervisor. Moreover, professors dont reply you usually.
