Hi in which category you have applied? if you did in spousal it shouldn't be this long so what is your e-status? if it is "in process" and if you are in spousal category you have to get PPR by now so I recommend to contact visa office and ask them about it.

Has anybody have any opinions that why my application on E-case hasn't changed to "in process" yet it has been transferred to Ankaray last Feb, is it common?

In Family sponsorship Category we sent our medical together with our applications so VO has received our medical before start the process on the application and as I see in your category I think yours is from different category that you have to wait till VO announce you for medical.

what do you mean by "archived", you mean you haven't sent it before with your application? I think they usually explain in the email/letter to how and where to send them and usually you have to send it with the file number plus a copy of their letter attached.

so I think your timeline and our timeline is almost match we submitted our application on 9th Nov, and they approved it on 5th Feb but you are one step a head that your application in Ankara also is "in process" :) but ours not yet :( hope to hear good news form you soon :)))
