    **UPDATE** I just spoke to the CIC call center on the phone, they informed me they have been flooded with this question and have asked Ottowa. Their ETA on an answer is the end of next week. Apparently it takes over a week for Ottowa to respond to an internal email. Sounds efficient.

    Yes, this page is the one that has caused all this discussion. Seeing as it is literally the only place this is mentioned on the CIC website, a lot of people (myself included) are finding it very hard to believe.

    I think it's becoming obvious that the website is going through a major update to accommodate ExpressEntry, and due to that some things that were not supposed to be published until later, are being published now. Don't you think that if they were going to go to the effort of announcing this...

    I sent mine on the 26th of Nov and it arrived yesterday (Dec 1st), according to Fedex. Hopefully I'm safe, and if the cap truly hasn't been reached, I should be. The counter currently showing 4537 will be updated some time between now and Friday, that will answer the question once and for all.
