1. I did my medicals on Jan 13 and the results were sent to Manila on Jan 14.
2. My passport came in a huge envelope (A3 size) along with COPR. The mailman came to my door because it was a registred mail. I didn't send a self-addressed envelope.

Leon, thank you for your reply! It gives me more hope.... I will re-take the test only if CIC tells me to do so. For now I'll send my original copy with a note saying "Nobody told me to re-send the results", implying: CIC manila had 2 years to do that and they were just lazy!

that's a very difficult question because I never saw those papers. I think that if both papers are official it should be ok. Did you try asking your own embassy or consulate? Can they certify that both papers are official? ...just an idea.
I think I attached something.... I will look for my notes and photocopies and let you know. But even so, I cannot affirm things totally for Japan because I applied to Manila in 2005. CIC Tokyo may be accepting a translation agency's certificate if the translated text is an official document...
