Leon, thank you for your reply! It gives me more hope.... I will re-take the test only if CIC tells me to do so. For now I'll send my original copy with a note saying "Nobody told me to re-send the results", implying: CIC manila had 2 years to do that and they were just lazy!

Okshan818, that's a very difficult question because I never saw those papers. I think that if both papers are official it should be ok. Did you try asking your own embassy or consulate? Can they certify that both papers are official? ...just an idea.
