Hi Shasha786, You can check this forum : spousal visa in-process in new delhi since beginning of Nov. 2009, a few people including myself all have applications that have a processing start date of Nov.2009 from New Delhi CHC.

Before you sponsor someone you also have to show you have been working in Canada for 12 months and meet the minimum income requirement.
