When can we submit applications? Can I send applications directly to Canada without going to US office. I am submitting it from US? What happens if my address changes after sending the application to Canada? Whom shall I contact to correct that?

Both Applicant and spouse need take IELTS? If so both scores get added to the assessment. In other words if I am short like 2 or 3 points making 67 in the assessment could I add my spouse IELTS score to the assessment to get it up to 67?
