Mine is also from CIO. And the form or email did not mention Ottawa at all. There is no address for CIO on the form. I assume that the doctor knows the exact address.

My MR is also from CIO in Sydney, and the request for additional document is also from CIO in Sydney. I put CPP-Ottawa on my application though.

Hold on to it. You will get it some day. Things might be different case by case. Are you applying PR from outside of Canada? If so, your application could be in a process of transfer to your Visa Office. That is my opinion.

I did not send the PCC with my application. And it is clearly stated in their rules that you don't have to provide the PCC until they request it. But you should have that ready when they request it. Your MR may come in a few days. Best of luck.

I was nominated by MB. The AOR email comes from CIO-Sydney. But the email says 'your application will be forwarded to a new visa office'. I put CPP-Ottawa on my application. So most likely, the VO is gonna be CPP-Ottawa. By the way, I am already in Canada. Your AOR is on its way. Best luck to...

It maybe because of conversion between currency, plus some handling fees or transferring fees charged by your credit card company. That is my guess.
