It is absolutely normal. You have to keep safe the original COPRs as the most important documents.

1 week after I sent my daughter's new photo, I've received her PR card. I think at this step, they assessed everything and now they are just waiting for a new photo to add and issue the card.

Consider 65 to 70 days from the arrival date to get your PR card (based on my experience). I think you may have got it before 29th Dec.
