You are incorrect in thinking the only change is the QR code. In fact it is the length of the undertaking being increased to 20 years which was the reason for rejection. Compare the forms from 08-2013 to 11-2013.

You must be residing in Canada to sponsor your spouse as a PR. Only Canadian Citizens can sponsor from abroad. So you will need to show you reside here. Also make sure you reside in Canada for a minimum of 730 days in a 5 year period, failing to do so will result in loosing your PR status.

Also, mail it on January 1st with next day delivery. Like other immigration streams that have been closed there will no doubt be massive demand for a limited number of visas, 5000. Good Luck.

Just fyi....My inland case was submitted Dec 15th 2011 - AIP/OWP received Sep 12th 2012 - Landing Date set for January 7 2014 :D :D :D - So over 24 months in total. However, after receiving AIP I was able to benefit from "implied status", get an OWP and Health Card.

For a previous refugee claim, CBSA will hold the passport. I beleive it is returned at the landing interview. CBSA should forward it to CIC during the final stages.
