If you are in USA then no matter you are US citizen or not, you need to submit FBI report to them.

hi, Your PPR timeline, depends upon your documents they received. If they received your FBI reports and RPRF already, you are on the way to get PPR. Otherwise, they will ask to submit these documents before PPR. In my case, they asked me to submit RPRF before they send PPR.
