Finally, a response from Manila: Hopefully it's done by February but apparently, if the application is close to being completed, they have the option to use what is on file if a medical check has passed its expiry date (1-2 months allowance from what I've been told).

Decided to take the leap and head back to Canada without knowing when the PR is going to be done. I'm gonna head home first, set up camp and have my wife come over next summer. Planet ticket bought, the countdown is officially on.
