the reason was not cleared in refusal letter they only marked OTHER REASONS coloum

I got 7 Bands in 10th 66 % and 58% in 12th i passed 12th in 2010 and i got refusal in dec 2012 my collage was coloumbia and course was ITS UT \and my question is should i apply again or not

i also applied on nov 30 and still waiting

after how many days they send offer letter by mail I also applied for offer letter yesterday and i got accepted by columbia college

Because I want to take JAN INTAKE OFFER LETTER is first TOWARD visa if it will take a month than i will not get jan intake

i sent my documents to some vancouver colleges if they take 1 month than it is to long period and chances will be about nil SO what can i do to get offer Letter quickly is it true ?
