Yes they have mentioned the Counterfoil number. Also, they’ve mentioned the date till which Visa is valid i.e. 1 yr from medicals

It changed just a few minutes back for my PR application. Didn’t get any notification on mail but CIC status has changed

My CIC status shows Application APPROVED. VFS website doesn’t show update yet
