Unfortunately it seems you were late. Applications received until 4-5th of July received PER in NOC 2147. You will receive your application back.

It's been about 2 years it's closed and even before that, the applications were forwarded to Damascus. So, I think it's because they won't send the applications to mentioned visa office in our application.
