I think the issue here was that CIC should have treated those aspiring to apply with dignity by making the announcement regarding the changes earlier like what AU immigration did (i.e. Skillselect). Most or some of those who were waiting for the new MI shouldn't have incurred unnecessary fees...

ask your courier how long it will take to send the documents from here to nova scotia. usually, it's around 2-3 working days for DHL and 3-5 working days for LBC. you can send the documents next week before july 1 depending on which courier you'll use.
