if your visitor visa is refused don't panic and follow the following steps:- 1) order gcms notes 2) study notes carefully and figure out why the vo refused your visa. 3) apply the solution to the refusal 4) get your visa approved second time. good luck all.

yes but if you haven't met residency requirement you cannot. In order to apply 3 months before expiry you must have lived in Canada for 2 years or more.
