I received exactly the same format letter about a week ago. Now, I'm wondering what would be the next step?
What does this wording means "Before your application can be placed in processing, a determination will be made as to whether or not you are eligible for processing." ?

What a relief...finally, mailed out my packet by Fedex overnight, will reach Buffalo, NY tomorrow by 10:30am...My 120 days window shuts on April 2nd. Hopefully, there wont be any problems...
