If you don't get your FBI PCC the end of your submission date then just send the documents without FBI PCC and send a copy of the receipt of fingerprint and copy of the shipment to FBI. Also, Write an explanation letter to CIC in submitted documents that you have requested FBI for your USA PCC...

Being in International Student : I can tell you that the only way to get ITA faster is get PNP or PR-only LMIA. because if someone depending on 400-450 score will have hard time to get ITA anytime soon. Because FSW guys can score 460+ easily has they have good experience+ language score+ master...

just do it.. because if you know this is your score then you anyway need time to upload the documents. so don't miss out this chance... 450 is not that high score to get selected everytime.
