Universities in Pakistan also do not provide transcripts in a sealed envelope. As CHC is also aware of local system of that country so CHC of pakistan is accepting transcripts without sealed envelope. But again not sure about CHC of your country. You could check it with applicants of your country?

my NOC was financial Manager ( I work for a bank). No they didnt check from my employer which is very strange. Now they have asked me to send them PCC for me and my spouse. Last one which I had provided with my application were issued in March which are still valid but they still want fresh PCC.
