The 3 months count is for the letter "snail mail" for your interview and is from the day you get the DM and is the Vancouver office who will issue it. What the CIC ppl told me is if you don't get the letter in 3 months then contact them again and they will contact vancouver office on your...

For those waiting landing appointment in Vancouver I had called 3 times and always got the same answer , have to wait 3 months so mine will be July 16th :'( sadly looks like Vancouver is the busiest office hope they were wrong and I don't have to wait 3 more weeks.

If you are married you don't need to fill out this form, my common law spouse and I did it, because this is a proof of married-like union. But if you are married definitely you will have the married certificate, so not need of this.
