I believe that statement is not correct. I don't think you'll meet all the requirements of BOWP if you are in implied status. Max, I agree with you. BOWP is a great idea in general, but its scope seems too narrow to me, i.e. only enables to *maintain* status.

My app was received in Sep 19, no AOR yet. My BOWP (new employer) was received in Nov 19. I think I'm going to have a heart attack. :( :( :( :( :( :(

Wow, that's interesting. So they issued your BOWP after your CEC fee was charged even though your eligibility was not determined yet? That's amazing! I wonder if that's just an individual being nice or an established change in the process... I hope they do similarly with me!

Hahaha you're right, however I find that my tendency to see the worst aspects of the process helps me to figure out the best solutions. At least that's the way it works for me, e.g. I doubt I would had ever asked my employer to start the LMIA process as an alternative plan for my BOWP...

That would be my guess too. And I bet the team processing our applications has been shrunk in favour of EE.
