I think that you can re-apply with the same documentation. But I have to advise that you shouldn't staple it because in Check list it is strictly specified not to staple it.

No you don't need a police certificate - they exactly specified 6months and more. Eventhough you are just few days below 6 months, you don't need to send them police certificate. Really don't worry about it.

In my opinion nevermind what is your education. It counts what is your working experience. So, if you had one year experience during 10years that corresponds to required NOC than you can apply.

If you didn't get any response and it passed 60 days from the submitting date (i.e. date of arrival of your application package) you can ask what happen to your application. The address for asking is: CIO-Sydney-Search-Enquiry@cic.gc.ca They have 20 working days to respond to your question...
