    They have this special rule only for transatlantic flights. But don't forget that it's not 46kg, it's 23 + 23, you can't carry one 30kg bag + 16kg for example.

    It's not like you can come as a doctor and start working as a doctor next day, may be it works for people from certain countries, but most will have to spend years studying and passing exams before they will be allowed to practice medicine.

    Yes, sure, I didn't mean this for MI3 applicants, it's just many of us have friends who applied in 2008/09 or even earlier, and their applications are stuck, and they can't reapply because their NOCs are not on the list, so this looks like a good chance for them.

    I think this might influence only Quebec applicants (and may be in a good way), not other european VOs. Actually some of them are pretty quick even now, and could compete even with Manila, like I know from the other forum that Kiev started issuing MI3 visas in early January.

    We are asking the same question as we are in the similar situation (we are from two different countries living in a third country), I don't think there is statistics for such cases, but it seems that some delays are very possible. But don't worry, sooner or later it will come!
