This makes sense atleast applicants who filed after september would have realised that noc will be caped soon and reduce the mail back log by not filing the applications!

I really feel sorry hearing this news melkhatib.I dont understand why they accept applications till november when they knew that cap 3131 may reach by september?

I think 3131 cap reached on march 15th 2010 as per cic website.I do not have a clue when you say the "ACTUAL DATE".can you pls explain
