    well, I think they would have stolen or bought the whole identity of pretty young people, then applied for new passports as adults so any photos that had been connected to the identity would be from a young enough age that no one would think twice about the differences in appearance.

    no, I think they suspect me of being a russian living under the guise of a canadian citizen, I read in the news recently that they found several russians traveling under passports of canadians whose deaths had been covered up. I do have a bit of an unusual accent for a Canadian born citizen...

    Yeah, I would read that to mean, since the sponsor is not available in Canada for an interview to confirm intent, the interview would be done by the VO. It still sounds like it would be done as part of stage 1. I doubt they actually call interviews to establish the sponsors intent to return...
