Do they typically call references and guarantor for new passport applications that are classified as urgent?

Took the oath on December 6th 8:30AM at the Scarborough office. I was surprised how small the room was. Only about 65 people were there to take the oath. It doesn't seem like the room hold much more. Needless to say the journey is now over!!

Well this is unwelcomed and disappointing news. My local office is St.Clair. Now to think I have to be placed in line with others from outside my area is simply frustrating. What an antiquated system.

Does this mean that the applicant should not apply and risk appearing before a citizenship judge to explain the situation? Because my understanding is that there can be some exceptional circumstances.

Is it possible to count days spent outside of Canada completing school as days towards Citizenship requirements? The background is that someone came with landed immigrant status, then left 4 months after to complete one semester of undergrad in the States to fulfill graduation requirements, then...
