thank you @Miss bee . CIC returned my application because I didn't provide one of the above for birth certificate. it seems other people where able to have their returned application reconsidered by CIC, Do you know the process? who to call or email?

I don't have birth certificate. So, I requested birth certificate from Indian embassy and attached that to the application. Seemingly CIC doesn't accept that. However, they do accept Senior secondary certificate instead.. it would have been so easy if they had mentioned it in the application...
