    Yes, but you can claim for only one of the parents, and they have to satisfy all conditions mentioned in the link above including duration of residency in Canada to be considered a resident for tax purposes.

All CRA agents/case officers are not well versed with this, so it might take a few reviews. 30400 has significant tax credits, but you can only claim for one parent and if they have global income, tax credit will reduce accordingly.
