Within how many days you received or card after your ecopr?

Hello, Is there anyone who received ecopr after portal 2 on Dec. 19-21? I was wondering because my husband needs to travel out of country for some reason, and he has not received ECOPR yet. Should he visit out of country or should he wait for ecopr ? I will appreciate your help.
