From seeing the recent profiles and timelines here, I feel like the IRCC seems to be prioritizing inland applicants over outland... I hope to be wrong, but this is what the trend seems to be at least here

Super helpful to know! Thanks! *Just tried calling them twice. Both the times the call went on until it came to "speak with an agent." Both the times the operator told me to call back later due to high call volume and hung up. lol

Shows BGC "in progress" for both my spouse and I. Shows eligibility as "completed" for me, but "not started" for my spouse. Dont know what to make of this... I am the principal applicant for context.
