Have you tried to call IRCC to find out if they have already sent the P1 email?

Not sure, the agent just said Montreal when I called. So I proceed to send only to them.

Update: Never received P1 email, but on November 5th I sent the required information that comes on P1 email directly to the office that was processing my application. Today, November 8th, I received P2 email giving access to the portal to provide address and photo for PR card. Waiting for eCOPR now!

I heard a consultant say that people are not receiving emails for other permit applications, so it seems to be a bug on the IRCC website for some people in general. I called them on Monday and they confirmed that the email was sent, but it has never arrived until now...

The Final Decision was October 29th and I haven't received P1 yet..
