Psw in nursing care is under teer 3 while psw in home care is under teer4

But on the ircc websites it says eligible teer 3 jobs. 33102 – Nurse aides, orderlies and patient service associates and psw in nursing care is under this teer while psw in homecare is under teer 4. I am just curious to know if someone can explain better
