My VO is Vancouver. Aor 11th Oct. Eligibility is not started

Can one’s PR application be refused on medical grounds after Medicals have been passed? I have passed my Medicals but my application is still pending and eligibility hasn’t started. Could my chronic illness be the cause of the delay despite passing Medicals?
