It will be the most difficult question to answer. It really depends on the case by case.

The note was saying 'Not Started' But I called IRCC yesterday, and the agent said my eligibility is now 'Recommened Pass' Can you share your timeline as well?

It seems to be it is still being processed. I could confirm I passed R10 check.

I called IRCC today, and they said this has been changed to 'Recommened Pass'.
