Does the processing time start when the G-number is received, or does it begin after submission?

I am just worried that my file might be lost. So, not receiving a G-number / AOR after this period of time is not unusual?

I know the process can be long, but what concerns me is not receiving a G-number after 9 months. It seems weird to me.
