Hi All. This issue was resolved for me. I reached out to the local MP office. They had me fill out a form and they spoke to IRCC. IRCC then sent a letter stating that they now see the application as complete. They have put the application in process. Thanks.

I have provided the original English PCC and original Arabic PCC. Both originals I received from UAE government. Original English followed by Original Arabic, so there is no way someone would miss Original English PCC.
