    In an application of 5 family sponsorship, IRCC requested for the five family members passports, but 3 passports were affixed with immigrants visas

    To be sure, were all 5 passports issued by the same country? Because applicants with a nationality/passport that does not need a visa to travel to Canada aren't issued visa counterfoils (and so the request for all 5, instead of 3, could have been mistaken / miscommunicated / misunderstood).
