For the Police Certificate, I got the IRCC confirmation through of a ghost update in CGKEY. It will says something like "We've recieved the additional documents you provided to us the X date"

Yes you can although it doesn't save much time tbh. We got ours the same day as we went to a Police Station in Québec without any appointment.

It was most likely due to an error of yours. I wouldn't worry too much. I got the same request due to a gap of 2 months in my personal history and a wrong day of birth.
